- Expert experience providing services under NAICs 541611 Administrative Management and General Management Consulting Services (e.g., strategic planning, organizational change management, governance, policy, communication and marketing, performance management, and process documentation and reengineering)
- Excellent knowledge of federal civilian agencies (e.g., Department of Veterans Affairs (preferred), Defense Health Agency, Health and Human Services)
- Excellent knowledge and skills for a multidisciplinary approach to managing change and transition within organizations, programs, and projects
- Excellent ability to establish and maintain strong relationships and influence others to move toward a common vision or goal
- Above average research skills

Tasks/activities include, but are not limited to:
- Provides subject matter expertise in multiple areas (e.g., strategic planning, organizational change management, governance, policy, communication and marketing, performance management, and process documentation and reengineering)
- Assesses and develops plans associated with transition management, implementation of major initiatives, communications associated with major initiatives, risk assessment, and organizational transformation and culture change
- Conducts program planning, audits, and evaluations related to large scale programs
- Facilitates discussions with client to determine areas of possible improvement
- Outlines the scope of work and identifies schedules, milestones, and required resources to meet objectives
- Performs quantitative and qualitative analysis to support the correct solution
- Supports program analysis, strategic planning, integrated master scheduling, metrics, acquisitions management, and risk management in support of business process engineering/re-engineering
- Conducts change management assessments and change management strategy
- Prepares recommendations for implementation of new systems, procedures, or organizational changes
- Develops and carries out communication with internal and external project teams
- Coordinates with clients and trains users to ensure smooth implementation and functional performance of new systems, procedures, or organizations
- Manages and creates process documents and operational documentation
- Assesses and identifies mitigation strategies for program/project risks
- Supports the analysis and interconnection of technology tools
