This is not a Bargaining unit position.DutiesThe Human Resources Specialist (Senior Advisor):

  • Serves as a technical authority to the HR Director and other senior level managers on planning, developing, organizing, and delivering a wide range of staffing and recruitment projects, programs, and initiatives.
  • Provides expert technical management advisory services and guidance on a wide range of staffing and recruitment policies, procedures, and program requirements that require expert knowledge of the full range of staffing/recruitment and placement concepts, practices, regulations, precedents, processes, and procedures.
  • Assists the HR Director with supporting documents and expertise to advise top management officials of the agency or equivalent on issues related to assigned programs areas.
  • Works closely with the Division Director in developing human resources strategic plans. Recommends program changes and acquisition/realignment of resources in order to achieve mission goals and objectives.

The ideal candidate for this position is an HR professional who can provide advisory and consultative services to senior leadership. CONDITIONS OF EMPLOYMENT:

QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying human resources management concepts laws, regulations, policies, practices, precedents, and analytical and diagnostic methods.
  • Experience applying a qualitative and/or quantitative analysis technique, to identify and resolve interrelated human resources management problems and issues.
  • Experience developing, interpreting, and/or advising senior management on HR policies and programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
