DHSS is a great place to kick-start your\r\nprofession.\r\nFor more information, please visit�https://dhss.delaware.gov/dhss/�today!\r\nSummary StatementThe incumbent in this position supervises 7-10 staff who determine initial and continued ongoing eligibility for all needs-based benefits issued by the Division including Food Supplement Benefits (SNAP), Medical Assistance, Delaware Healthy Children’s Program (CHIP), Subsidized Child Care, General Assistance (GA), and Temporary Assistance to Needy Families (TANF). The supervisor is responsible for ensuring that staff provide services promptly and within federal and state program guidelines as well as work closely with TANF and SNAP Employment and Training vendors to move clients to self-sufficiency. In addition, the incumbent will hire, train, coach, and discipline staff. Supervisors also are tasked with developing, monitoring and providing statistics on programs and staff processes. The supervisor will ensure staff receives the training needed to perform these duties ethically, with respect, compassion, and accountability.\r\n\r\n\r\n\r\n\r\n\r\nEssential FunctionsEssential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.\r\n \r\n Participates in program planning, implementation, and coordination to ensure that program goals and current operations are in compliance with department, federal or state laws, rules, regulations, standards, policies, and procedures.\r\n \r\n Gathers and assimilates statistics and information to ensure program compliance.\r\n \r\n Recommends and implements corrective action as necessary.\r\n \r\n Coordinates with health and human service staff, agencies, providers, and resources to provide comprehensive services for the care and treatment of clients in a timely, efficient, and cost-effective manner.\r\n \r\n Represents the agency on task forces, committees, and with the general public.\r\n \r\n Provides information to clients, the general public, community representatives, and other agencies in order to explain programs and policies.\r\n \r\n May plan and develop programs which include writing grant proposals, completing all state clearing house documents, and implementing new grants when awarded.\r\n \r\n Analyzes budget needs, develops recommendations regarding staffing, supply, and equipment, and may monitor current budgetary expenditures.\r\n \r\n Prepares statistical and program evaluation reports.\r\n \r\n Uses automated information systems and computer software to research, review, evaluate, and report on health/human service data.�\r\n \r\n Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.\r\n \r\n Performs other related duties as required.�\r\n\r\n\r\n\r\n\r\nJob RequirementsJOB REQUIREMENTS for�Health/Human Service Case Manager Supervisor\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years’ experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual’s human service needs. \r\n Three years’ experience�in making recommendations as part of a client’s service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits. \r\n Six months’ experience in interpreting laws, rules, regulations, standards, policies, and procedures. \r\n Six months’ experience�in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. \r\n Six months’ experience�in narrative report writing. \r\n Coursework, training, and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.\r\n\r\nAdditional Posting InformationThis is a Casual/Seasonal position which is a\r\nnon-pension eligible position without healthcare and/or other benefits.\r\nConditions of HireThis position is a classification organized under an\r\nexclusive bargaining representative (labor organization) that has been elected\r\nby employees as their representative for collective bargaining and other applicable\r\nterms and conditions of employment, in accordance with Title 29, Chapter 59 and\r\nTitle 19, Chapter 13 and 16.� This\r\nposition is covered by a collective bargaining agreement based on its\r\nindividual terms.\r\n�\r\nApplicants must be legally authorized to work in the United\r\nStates.
