The position will function as the principal fiscal and administrative officer, and will oversee the planning, development, preparation, final review and implementation of the Department’s annual budget in excess of $160 million. The CFO is responsible for oversight of the Department’s financial services, quality assurance and internal control, and procurement management. This position will also monitor the organizational structure, staff assignments, service levels, operation of division functions, activities, and programs. The incumbent will be expected to set objectives and monitor the performance of subordinate managers. The CFO will also be responsible for the following:
- Providing critical planning and clear communication on DT’s financial health and current fiscal status including the short-and long-term financial challenges for the Department, recommending solutions to meeting those challenges and/or alternatives to overcome those challenges.
- Serving as the primary liaison to the Mayor’s Office, Board of Supervisors, Controller’s Office, Office of City Administrator, Chief Financial Officer, other departments/agencies, etc.
- Reviewing, monitoring, and directing the Department wide organizational structure to ensure that all divisions are maximizing managerial efficiency to fulfill the mission of the Department.
- Overseeing staff in the areas of contract management and strategic sourcing, budget planning, payment/disbursement processing, collection of revenues, staffing and payroll analysis, work order processing and MOUs, financial systems development and maintenance, and coordination of audits.
- Proactively supporting and expanding the Tech Procurement Information Sharing Forum.
- Managing the performance of managers and other staff members, including the department’s performance measurement program development, implementation, and reporting.
- Submitting all financial reports and/or responses required by City agencies, commissions, Board of Supervisors, Mayor’s Office, and any State and Federal agencies, as well as integrated reports to share Service Level Agreements (SLA), cost recovery, usage and contract information with each department on a dashboard.
- Developing, validating, and administering cost allocation model, SLA, and rate calculations for the various Department services and ensures the model is simple, transparent, and accurate. Develops and leads communication of financial resources, budget allocation, charges of services, and projects status to DT customers.
- Managing facilities which includes a warehouse, a fleet of vehicles, three office locations and multiple data centers. Ensuring facilities are maintained and safe, the warehouse is managed with controls and tracking of inventory, fleet use is optimized, and DT assets and inventories are proactively tracked and managed.
- Promoting a culture of high performance and continuous improvement that values learning and commitment to high quality and efficiency.
Qualifications1. Possession of a bachelor’s degree in finance or accounting or a closely related field from an accredited college or university; AND2. Minimum of six (6) years of experience managing accounting or fiscal operations which must include 6 years of supervisory experience.Substitution: may substitute up to 2 years of education with additional years of experience.Desirable Qualifications

- Must to be able to clearly articulate executive management goals and objectives to a broad range of audiences on a wide range of financial and resource management issues.
- Ability to operate as an effective tactical and strategic thinker.
- Proven track record of success facilitating progressive organizational change.
- Creative management and planning expertise to adhere to complex financial constraints and increasing regulatory requirements from Federal, State, and local governments.
- Ability to establish and maintain cooperative working relationships with peers, staff, outside agencies, and the community.
- Strong professional ethics and accountability.
- Knowledge of and ability to ensure compliance with all relevant laws, regulations, and policies.
